What is the elements order of the cells list from TelephonyManager.getAllCellInfo() and NetMonster.getCells()? I have an android app which I use to get information of the serving cell and the neighbor cells from these 2 lists, but there is no information about their sorting. The idea is that when Android does not provide data, NetMonster is another source to look up to.

The 1st element from both lists is always the registered cell and the primary connection, which can be used as the serving cell. What if the 2nd element of TelephonyManager is not the 2nd element of NetMonster? This leads to cell information mismatch.
