Is Google Navigation SDK for Android permitted in a private, non-commercial personal-use application?

I'm developing a private Android application for my own personal use.

The application:

  • Is developed and maintained entirely by me.

  • Is installed through APK sideloading.

  • Will not be published on the Play Store.

  • Will not be distributed to other users.

  • Will not be monetised or used to provide a commercial service.

  • Is strictly for my personal use.

I was evaluating Google Navigation SDK for Android to implement in-app turn-by-turn navigation.

However, the official Navigation SDK policies state:

"The Navigation SDK for Android is allowed only for commercial applications."

I couldn't find a definition of "commercial applications" or an explicit clarification regarding privately developed applications.

My questions:

  1. Does "commercial applications" mean applications operated as a business or monetised, or does it also exclude private applications developed and used exclusively by an individual?

  2. Is a privately sideloaded application used solely by its developer eligible to use the Navigation SDK?

  3. Does the answer change if the application uses the free billing allowance and is never monetised?

  4. Is there an official Google policy clarification or support contact for this specific question?

I'd appreciate clarification, particularly from anyone with direct knowledge of Google Maps Platform licensing or the Navigation SDK team.
