I'd like to create an Android app (to install on my private smart phones/tables etc) to be able to send and receive SMS. Very simple. A bottom with a text filed to send an SMS to a number and another text filed to show an SMS once one is received.
1- Is it possible? I.e., does Android OS allow that?
2- How easy/hard is it?
3- If possible, agree to use Kotlin for it?
Yes, its possible and for private use it should be pretty simple. Android allow sending and receiving SMS. You can use SmsManager for sending and BroadcastReceiver for incoming SMS. You just need proper permissions like SEND_SMS and RECEIVE_SMS. For such basic app I would say its easy/medium. Number field, message field, send button and text area for received SMS is not much code. Most annoying part will be permissions and maybe different Android versions / dual SIM phones. Kotlin is good choice. Android Studio + Kotlin and you can make something like this without any big framework.
