I'm writing useradd, usermod and userdel for Android, so I'd like to know how to easily generate on-device (i.e. with a shell command) an almost empty APK to trigger the system to generate a new user I can then map in the /etc/trans table, which is used to correctly identify the readable user names which are stored in /etc/passwd.
