lib gdx on surface pro 12'' arm win 11

Is it possible to run lib gdx without OpenGL?

I'm currently using a 12-inch Surface Pro with Windows 11 and an ARM processor.

When I try to build my libgdx project in java, I get a linking error. Specifically, my ARM system can’t interpret OpenGL ddl files. This is likely because, while Windows has managed to emulate x86 native applications on ARM, it can’t actually build x86 applications using ARM—at least that’s how I understand it.

However, native Java (including graphics and JFrame) runs on my Surface, which is why I was hoping to simply let the GDX library use these graphics—so I wouldn't have to use OpenGL or LWGL. I searched online for this, but couldn't find anything.

Maybe someone here can help me. I know I can "simply" compile lib gdx for Android, but then I'd always need a phone to test the software and would have to test on a small screen. I'd rather see a window of the application on my Surface.

Error message: Caused by: com.badlogic.gdx.utils.SharedLibraryLoadRuntimeException: java.lang.UnsatisfiedLinkError: C:\Users-\AppData\Local\Temp\libgdxjaapi\2a9d7f76\gdx64.dll: Can't load AMD 64-bit .dll on a ARM 64-bit platform
