Is it possible to develop an iOS-like operating system based on RISC-V?

Recently, World Leaks published documents on the dark web related to Apple’s 630G hardware. Would it be possible to use this hardware documentation as a reference to design a RISC-V-based operating system similar to iOS, with the same level of smooth performance as iOS and a feature set as extensive as Android?

iOS' previous reputation of smooth performance comes from strict limitation of what third-party apps can do. Android's previous laissez faire attitude also contribute to their laggy crash-happy reputation because any random apps can hog the resources.

It doesn't matter anyway today. iOS 26 has shown they no longer care about quality, and Google continously cut down what regular apps can do.
