Why does Google keep changing Ads SDK signatures?


The new GMA Next-Gen SDK could have used exactly the same signatures as the previous ads SDK and seamlessly use the new code under the hood. Why doesn't Google care at all about the development costs that these wrong design decisions impose on literally millions of (already mostly unhappy) Android app developers?! What's the point of changing the signatures and imposing countless hours of unnecessary development burden?
